Union Of Religious Sentiments Begets A Surprising Confidence, And Ecclesiastical Establishments Tend To Great Ignorance And Corruption; All Of Which Facilitate The Execution Of Mischievous Projects.

[n]o Religious Test Shall Ever Be Required As A Qualification To Any Office Or Public Trust Under The United States.

The Interest Of The Man Must Be Connected With The Constitutional Rights Of The Place. It May Be A Reflection On Human Nature, That Such Devices Should Be Necessary To Control The Abuses Of Government. But What Is Government Itself, But The Greatest Of All Reflections On Human Nature?

Government Is Instituted To Protect Property Of Every Sort; As Well That Which Lies In The Various Rights Of Individuals, As That Which The Term Particularly Expresses. This Being The End Of Government, That Alone Is A Just Government Which Impartially Secures To Every Man Whatever Is His Own.

The Degree Of Security In Both Cases, Will Depend On The Number Of Interests And Sects; And This May Be Presumed To Depend On The Extent Of Country And Number Of People Comprehended Under The Same Government.

It Is A Universal Truth That The Loss Of Liberty At Home Is To Be Charged To The Provisions Against Danger, Real Or Pretended, From Abroad.

When Indeed Religion Is Kindled Into Enthusiasm, Its Force Like That Of Other Passions Is Increased By The Sympathy Of A Multitude. But Enthusiasm Is Only A Temporary State Of Religion, And Whilst It Lasts Will Hardly Be Seen With Pleasure At The Helm. Even In Its Coolest State, It Has Been Much Oftener A Motive To Oppression Than A Restraint From It.

The Security Intended To The General Liberty Consists In The Frequent Election And In The Rotation Of The Members Of Congress.

It May Well Happen That The Public Voice, Pronounced By The Representatives Of The People, Will Be More Constant To The Public Good Than If Pronounced By The People Themselves.

May It Not Be Asked Of Every Intelligent Friend To The Liberties Of His Country, Whether The Power Exercised In Such An Act As This Ought Not To Produce Great And Universal Alarm? Whether A Rigid Execution Of Such An Act, In Time Past, Would Not Have Repressed That Information And Communication Among The People Which Is Indispensable To The Just Exercise Of Their Electoral Rights? The Protection Of These Faculties Is The First Object Of Government.

[a] Mere Demarcation On Parchment Of The Constitutional Limits Of The Several Departments Is Not A Sufficient Guard Against Those Encroachments Which Lead To A Tyrannical Concentration Of All The Powers Of Government In The Same Hands.

The Real Difference Of Interests, Lay Not Between Large And Small, But Between The Northern And Southern States. The Institution Of Slavery And Its Consequences Formed A Line Of Discrimination.

The Problem To Be Solved Is, Not What Form Of Government Is Perfect, But Which Of The Forms Is Least Imperfect.

Is It Not The Glory Of The People Of America, That Whilst They Have Paid A Decent Regard To The Opinions Of Former Times And Other Nations, They Have Not Suffered A Blind Veneration For Antiquity, For Custom, Or For Names, To Overrule The Suggestions Of Their Own Good Sense, The Knowledge Of Their Own Situation, And The Lessons Of Their Own Experience? To This Manly Spirit, Posterity Will Be Indebted For The Possession, And The World For The Example Of The Numerous Innovations Displayed On The American Theatre, In Favor Of Private Rights And Public Happiness.

At Cheaper And Nearer Seats Of Learning Parents With Slender Incomes May Place Their Sons In A Course Of Education Putting Them On A Level With The Sons Of The Richest.

It May Not Be Improper, However, To Remark Two Consequences, Evidently Flowing From An Extension Of The Federal Power To Every Subject Falling Within The Idea Of The "general Welfare." He Has A Property Of Peculiar Value In His Religious Opinions, And In The Profession And Practice Dictated By Them. A Government Resting On The Minority Is An Aristocracy, Not A Republic, And Could Not Be Safe With A Numerical And Physical Force Against It, Without A Standing Army, An Enslaved Press And A Disarmed Populace.

And May I Not Be Allowed To ... Read In The Character Of The American People, In Their Devotion To True Liberty And To The Constitution Which Is Its Palladium [protection], ... A Government Which Watches Over ... The Equal Interdict [prohibition] Against Encroachments And Compacts Between Religion And The State.

The First Question That Offers Itself Is, Whether The General Form And Aspect Of The Government Be Strictly Republican? In The First Place, It Is To Be Remembered, That The General Government Is Not To Be Charged With The Whole Power Of Making And Administering Laws. Its Jurisdiction Is Limited To Certain Enumerated Objects, Which Concern All The Members Of The Republic, But Which Are Not To Be Attained By The Separate Provisions Of Any.

The Powers Of The Federal Government Are Enumerated; It Can Only Operate In Certain Cases; It Has Legislative Powers On Defined And Limited Objects, Beyond Which It Cannot Extend Its Jurisdiction.

Our Country, If It Does Justice To Itself, Will Be The Workshop Of Liberty To The Civilized World.

An Armed And Trained Militia Is The Firmest Bulwark Of Republics - That Without Standing Armies Their Liberty Can Never Be In Danger, Nor With Large Ones Safe.

The Class Of Citizens Who Provide At Once Their Own Food And Their Own Raiment, May Be Viewed As The Most Truly Independent And Happy. They Are More: They Are The Best Basis Of Public Liberty, And The Strongest Bulwark Of Public Safety. They Throw That Light Over The Public Mind Which Is The Best Security Against Crafty And Dangerous Encroachments On The Public Liberty . . . . What Spectacle Can Be More Edifying Or More Seasonable Than That Of Liberty And Learning, Each Leaning On The Other For Their Mutual And Surest Support?

On The Distinctive Principles Of The Government ... Of The U. States, The Best Guides Are To Be Found In ... The Declaration Of Independence, As The Fundamental Act Of Union Of These States.

The Important Distinction So Well Understood In America Between A Constitution Established By The People, And Unalterable By The Government; And A Law Established By The Government, And Alterable By The Government, Seems To Have Been Little Understood And Less Observed In Any Other Country. Wherever The Supreme Power Of Legislation Has Resided, Has Been Supposed To Reside Also, A Full Power To Change The Form Of Government.

Some Degree Of Abuse Is Inseparable From The Proper Use Of Everything.

The Constitution Of The United States Was Created By The People Of The United States Composing The Respective States, Who Alone Had The Right.

If Tyranny And Oppression Come To This Land, It Will Be In The Guise Of Fighting A Foreign Enemy.

Who Does Not See That The Same Authority Which Can Establish Christianity, In Exclusion Of All Other Religions, May Establish With The Same Ease Any Particular Sect Of Christians, In Exclusion Of All Other Sects?

It Will Be Remembered, That A Frequent Recurrence To Fundamental Principles Is Solemnly Enjoined By Most Of The State Constitutions, And Particularly By Our Own, As A Necessary Safeguard Against The Danger Of Degeneracy, To Which Republics Are Liable, As Well As Other Governments, Though In A Less Degree Than Others.

Liberty May Be Endangered By The Abuse Of Liberty, But Also By The Abuse Of Power.

But The Mere Circumstance Of Complexion Cannot Deprive Them Of The Character Of Men.

Extend The Sphere And You Take In A Greater Variety Of Parties And Interests; You Make It Less Probable That A Majority Of The Whole Will Have Common Motive To Invade The Rights Of Other Citizens.

Let The Influx Of Money Be Ever So Great, If There Be No Confidence, Property Will Sink In Value... The Circulation Of Confidence Is Better Than The Circulation Of Money.

If This Spirit Shall Ever Be So Far Debased, As To Tolerate A Law Not Obligatory On The Legislature, As Well As On The People, The People Will Be Prepared To Tolerate Any Thing But Liberty.

The States Then Being The Parties To The Constitutional Compact, And In Their Sovereign Capacity, It Follows Of Necessity, That There Can Be No Tribunal Above Their Authority, To Decide In The Last Resort, Whether The Compact Made By Them Be Violated; And Consequently That As The Parties To It, They Must Themselves Decide In The Last Resort, Such Questions As May Be Of Sufficient Magnitude To Require Their Interposition.

But What Is The Lesson...? The People Ought To Be Enlightened, To Be Awakened, To Be United, That After Establishing A Government They Should Watch Over It.... It Is Universally Admitted That A Well-instructed People Alone Can Be Permanently Free.

Happily For America, Happily, We Trust, For The Whole Human Race, They Pursued A New And More Noble Course. They Accomplished A Revolution Which Has No Parallel In The Annals Of Human Society.

If We Resort For A Criterion To The Different Principles On Which Different Forms Of Government Are Established, We May Define A Republic To Be, Or At Least May Bestow That Name On, A Government Which Derives All Its Powers Directly Or Indirectly From The Great Body Of The People, And Is Administered By Persons Holding Their Offices During Pleasure For A Limited Period, Or During Good Behavior.

Nothing Has Yet Been Offered To Invalidate The Doctrine That The Meaning Of The Constitution May As Well Be Ascertained By The Legislative As By The Judicial Authority.

In Republics, The Great Danger Is, That The Majority May Not Sufficiently Respect The Rights Of The Minority.

The Eyes Of The World Being Thus On Our Country, It Is Put The More On Its Good Behavior, And Under The Greater Obligation Also, To Do Justice To The Tree Of Liberty By An Exhibition Of The Fine Fruits We Gather From It.

Perhaps It Is A Universal Truth That The Loss Of Liberty At Home Is To Be Charged To Provisions Against Danger, Real Or Pretended, From Abroad.
