This Is What Writers Mean When They Say That The Notion Of Cause Involves The Idea Of Necessity. If There Be Any Meaning Which Confessedly Belongs To The Term Necessity, It Is Unconditionalness. That Which Is Necessary, That Which Must Be, Means That Which Will Be, Whatever Supposition We May Make In Regard To All Other Things.

A Stationary Condition Of Capital And Population Implies No Stationary State Of Human Improvement. There Could Be As Much Scope As Ever For All Kinds Of Mental Culture, And Moral And Social Progress.

Co-operation, Like Other Difficult Things, Can Be Learned Only By Practice: And To Be Capable Of It In Great Things, A People Must Be Gradually Trained To It In Small. Now The Whole Course Of Advancing Civilization Is A Series Of Such Training.

In A World In Which There Is So Much To Interest, So Much To Enjoy, And So Much Also To Correct And Improve, Everyone Who Has This Moderate Amount Of Moral And Intellectual Requisites Is Capable Of An Existence Which May Be Called Enviable; And Unless Such A Person, Through Bad Laws, Or Subjection To The Will Of Others, Is Denied The Liberty To Use The Sources Of Happiness Within His Reach, He Will Not Fail To Find The Enviable Existence

It Must Be Granted That In Every Syllogism, Considered As An Argument To Prove The Conclusion, There Is A Petitio Principii. When We Say, All Men Are Mortal Socrates Is A Man Therefore Socrates Is Mortal; It Is Unanswerably Urged By The Adversaries Of The Syllogistic Theory, That The Proposition, Socrates Is Mortal.

There Should Be Perfect Freedom, Legal And Social, To Do The Action And Stand The Consequences. It Would Be A Great Misunderstanding Of This Doctrine To Suppose That It Is One Of Selfish Indifference, Which Pretends That Human Beings Have No Business With Each Other's Conduct In Life, And That They Should Not Concern Themselves About The Well-doing Or Well-being Of One Another, Unless Their Own Interest Is Involved.

The Prevailing Tendency To Regard All The Marked Distinctions Of Human Character As Innate, And In The Main Indelible, And To Ignore The Irresistible Proofs That By Far The Greater Part Of Those Differences, Whether Between Individuals, Races, Or Sexes Are Such As Not Only Might But Naturally Would Be Produced By Differences In Circumstances, Is One Of The Chief Hinderances To The Rational Treatment Of Great Social Questions, And One Of The Greatest Stumbling Blocks To Human Improvement.

We Have Hitherto Considered Only Two Possibilities: That The Received Opinion May Be False, And Some Other Opinion, Consequently, True; Or That, The Received Opinion Being True, A Conflict With The Opposite Error Is Essential To A Clear Apprehension And Deep Feeling Of Its Truth. But There Is A Commoner Case Than Either Of These; When The Conflicting Doctrines, Instead Of Being One True And The Other False, Share The Truth Between Them.

We Can Never Be Sure That The Opinion We Are Endeavoring To Stifle Is A False Opinion; And If We Were Sure, Stifling It Would Be An Evil Still.

Political Economy As A Branch Of Science Is Extremely Modern; But The Subject With Which Its Enquiries Are Conversant Has In All Ages Necessarily Constituted One Of The Chief Practical Interests Of Mankind.
