They Are Not Rules Prescribed By The Sovereign To The Subject, But Agreements Between Sovereign And Sovereign.

Every Individual Of The Community At Large Has An Equal Right To The Protection Of Government.

It Is Far More Rational To Suppose That The Courts Were Designed To Be An Intermediate Body Between The People And The Legislature, In Order, Among Other Things, To Keep The Latter Within The Limits Assigned To Their Authority.

Were Not The Disadvantages Of Slavery Too Obvious To Stand In Need Of It, I Might Enumerate And Describe The Tedious Train Of Calamities Inseparable From It. I Might Show That It Is Fatal To Religion And Morality; That It Tends To Debase The Mind, And Corrupt Its Noblest Springs Of Action. I Might Show That It Relaxes The Sinews Of Industry, Clips The Wings Of Commerce, And Introduces Misery And Indigence In Every Shape.

We Have Been Taught To Reprobate The Danger Of Influence In The British Government, Without Duly Reflecting How Far It Was Necessary To Support A Good Government. We Are Now Forming A Republican Government. Real Liberty Is Never Found In Despotism Or The Extremes Of Democracy, But In Moderate Governments.

Manufacturing Establishments Not Only Occasion A Positive Augmentation Of The Produce And Revenue Of The Society . . . They Contribute Essentially To Rendering Them Greater Than They Could Possibly Be, Without Such Establishments. These Circumstances Are . . . Greater Scope For The Diversity Of Talents And Dispositions Which Discriminate Men From Each Other.

I Should Esteem It The Extreme Of Imprudence To Prolong The Precarious State Of Our National Affairs, And To Expose The Union To The Jeopardy Of Successive Experiments, In The Chimerical Pursuit Of A Perfect Plan. I Never Expect To See A Perfect Work From Imperfect Man. The Result Of The Deliberations Of All Collective Bodies Must Necessarily Be A Compound, As Well Of The Errors And Prejudices, As Of The Good Sense And Wisdom, Of The Individuals Of Whom They Are Composed.

Would There Not Be The Greatest Reason To Apprehend, That Error In The First Sentence Would Be The Parent Of Error In The Second Sentence? That The Strong Bias Of One Decision Would Be Apt To Overrule The Influence Of Any New Lights, Which Might Be Brought To Vary The Complexion Of Another Decision? Those, Who Know Any Thing Of Human Nature, Will Not Hesitate To Answer These Questions In The Affirmative.

There Is Perhaps, Nothing More Likely To Disturb The Tranquillity Of Nations, Than Their Being Bound To Mutual Contributions For Any Common Object That Does Not Yield An Equal And Coincident Benefit. For It Is An Observation As True, As It Is Trite, That There Is Nothing Men Differ So Readily About As The Payment Of Money.

Of All The Cares Or Concerns Of Government, The Direction Of War Most Peculiarly Demands Those Qualities Which Distinguish The Exercise Of Power By A Single Hand. The Direction Of War Implies The Direction Of The Common Strength; And The Power Of Directing And Employing The Common Strength, Forms A Usual And Essential Part In The Definition Of The Executive Authority.

A Garden, You Know, Is A Very Usual Refuge Of A Disappointed Politician. Accordingly, I Have Purchased A Few Acres About Nine Miles From Town, Have Built A House, And Am Cultivating A Garden.

I Allude To The Circumstance Of Uniformity In The Time Of Elections For The House Of Representatives. It Is More Than Possible, That This Uniformity May Be Found By Experience To Be Of Great Importance To The Public Welfare; Both As A Security Against The Perpetuation Of The Same Spirit In The Body; And As A Cure For The Diseases Of Faction.

The Art Of Reading Is To Skip Judiciously.

Establish That A Government May Decline A Provision For Its Debts, Though Able To Make It, And You Overthrow All Public Morality, You Unhinge All The Principles That Must Preserve The Limits Of Free Constitutions.

A National Debt, If It Is Not Excessive, Will Be To Us A National Blessing.

The People Alone Have An Incontestable, Unalienable, And Indefeasible Right To Institute Government And To Reform, Alter, Or Totally Change The Same When Their Protection, Safety, Prosperity, And Happiness Require It.

The Laws Of Certain States . . . Give An Ownership In The Service Of Negroes As Personal Property . . . . But Being Men, By The Laws Of God And Nature, They Were Capable Of Acquiring Liberty - And When The Captor In War . . . Thought Fit To Give Them Liberty, The Gift Was Not Only Valid, But Irrevocable.

Give Me The Steady, Uniform, Unshaken Security Of Constitutional Freedom. Give Me The Right To Be Tried By A Jury Of My Own Neighbors, And To Be Taxed By My Own Representatives Only. What Will Become Of The Law And Courts Of Justice Without This? The Shadow May Remain, But The Substance Will Be Gone. I Would Die To Preserve The Law Upon A Solid Foundation; But Take Away Liberty, And The Foundation Is Destroyed.

While The Constitution Continues To Be Read, And Its Principles Known, The States, Must, By Every Rational Man, Be Considered As Essential Component Parts Of The Union; And Therefore The Idea Of Sacrificing The Former To The Latter Is Totally Inadmissible.

Its Objects Are Contracts With Foreign Nations Which Have The Force Of Law, But Derive It From The Obligations Of Good Faith.

It Will Be Of Little Avail To The People, That The Laws Are Made By Men Of Their Own Choice, If The Laws Be So Voluminous That They Cannot Be Read, Or So Incoherent That They Cannot Be Understood; If They Be Repealed Or Revised Before They Are Promulgated, Or Undergo Such Incessant Changes That No Man, Who Knows What The Law Is To-day, Can Guess What It Will Be Tomorrow.

The People Are Turbulent And Changing; They Seldom Judge Right Or Make Good Decision.

There Is No Part Of The Administration Of Government That Requires Extensive Information And A Thorough Knowledge Of The Principles Of Political Economy, So Much As The Business Of Taxation. The Man Who Understands Those Principles Best Will Be Least Likely To Resort To Oppressive Expedients, Or Sacrifice Any Particular Class Of Citizens To The Procurement Of Revenue. It Might Be Demonstrated That The Most Productive System Of Finance Will Always Be The Least Burdensome.

The Inhabitants Of Territories, Often The Theatre Of War, Are Unavoidably Subject To Frequent Infringements On Their Rights, Which Serve To Weaken Their Sense Of Those Rights; And By Degrees, The People Are Brought To Consider The Soldiery Not Only As Their Protectors But As Their Superiors.

It Is In Vain To Hope To Guard Against Events Too Mighty For Human Foresight Or Precaution, And It Would Be Idle To Object To A Government Because It Could Not Perform Impossibilities.

People Sometimes Attribute My Success To My Genius; All The Genius I Know Anything About Is Hard Work.

A Government Ought To Contain In Itself Every Power Requisite To The Full Accomplishment Of The Objects Committed To Its Care, And To The Complete Execution Of The Trusts For Which It Is Responsible, Free From Every Other Control But A Regard To The Public Good And To The Sense Of The People.

The Variety Of More Minute Interests, Which Will Necessarily Fall Under The Superintendence Of The Local Administrations . . . Cannot Be Particularized Without Involving A Detail Too Tedious And Uninteresting To Compensate For The Instruction It Might Afford.

I Propose . . . . The Conformity Of The Proposed Constitution To The True Principles Of Republican Government.

When Men, Engaged In Unjustifiable Pursuits, Are Aware That Obstructions May Come From A Quarter Which Bare Apprehension Of Opposition From Doing What They Would With Eagerness Rush Into If No Such External Impediments Were To Be Feared.

To Attach Full Confidence To An Institution Of This Nature, It Appears To Be An Essential Ingredient In Its Structure, That It Shall Be Under Private And Not A Public Direction-under The Guidance Of Individual Interest, Not Of Public Policy; Which, Would Be . . . Liable To Being Too Much Influenced By Public Necessity.

The Injury Which May Possibly Be Done By Defeating A Few Good Laws, Will Be Amply Compensated By The Advantage Of Preventing A Number Of Bad Ones.

[t]he Present Constitution Is The Standard To Which We Are To Cling. Under Its Banners, Bona Fide Must We Combat Our Political Foes - Rejecting All Changes But Through The Channel Itself Provides For Amendments.

A Fondness For Power Is Implanted In Most Men, And It Is Natural To Abuse It When Acquired. This Maxim, Drawn From The Experience Of All Ages, Makes It The Height Of Folly To Intrust Any Set Of Men With Power Which Is Not Under Every Possible Control; Perpetual Strides Are Made After More As Long As There Is Any Part Withheld.

It Will Be Forgotten, On The One Hand, That Jealousy Is The Usual Concomitant Of Violent Love, And That The Noble Enthusiasm Of Liberty Is Too Apt To Be Infected With A Spirit Of Narrow And Illiberal Distrust. On The Other Hand, It Will Be Equally Forgotten, That The Vigour Of Government Is Essential To The Security Of Liberty.

If It Were To Be Asked, What Is The Most Sacred Duty And The Greatest Source Of Our Security In A Republic? The Answer Would Be, An Inviolable Respect For The Constitution And Laws - The First Growing Out Of The Last . . . . A Sacred Respect For The Constitutional Law Is The Vital Principle, The Sustaining Energy Of A Free Government.

The Complete Independence Of The Courts Of Justice Is Peculiarly Essential In A Limited Constitution. By A Limited Constitution, I Understand One Which Contains Certain Specified Exceptions To The Legislative Authority. Limitations Of This Kind Can Be Preserved In Practice No Other Way Than Through The Medium Of Courts Of Justice, Whose Duty It Must Be To Declare All Acts Contrary To The Manifest Tenor Of The Constitution Void. Without This, All The Reservations Of Particular Rights Or Privileges Would Amount To Nothing.

The Awful Discretion, Which A Court Of Impeachments Must Necessarily Have, To Doom To Honor Or To Infamy The Most Confidential And The Most Distinguished Characters Of The Community, Forbids The Commitment Of The Trust To A Small Number Of Persons.

If We Are In Earnest About Giving The Union Energy And Duration We Must Abandon The Vain Project Of Legislating Upon The States In Their Collective Capacities.

In A Free Government, The Security For Civil Rights Must Be The Same As That For Religious Rights. It Consists In The One Case In The Multiplicity Of Interests, And In The Other In The Multiplicity Of Sects.

In So Strong A Light, Nevertheless, Do They Appear To The Secretary, That, On Their Due Observance, At The Present Critical Juncture, Materially Depend, In His Judgment, The Individual And Aggregate Prosperity Of The Citizens Of The United States; Their Relief From The Embarrassments They Now Experience; Their Character As A People; The Cause Of Good Government.

If Government Is In The Hands Of The Few, They Will Tyrannize The Many; If In The Hands Of The Many, They Will Tyrannize Over The Few. It Ought To Be In The Hands Of Both, And Be Separated...they Will Need A Mutual Check. This Check Is A Monarch.

Experience Teaches, That Men Are Often So Much Governed By What They Are Accustomed To See And Practice, That The Simplest And Most Obvious Improvements . . . Are Adopted With Hesitation, Reluctance, And Slow Gradations.

Little More Can Reasonably Be Aimed At With Respect To The People At Large Than To Have Them Properly Armed.

After An Unequivocal Experience Of The Inefficacy Of The Subsisting Federal Government, You Are Called Upon To Deliberate On A New Constitution For The United States Of America.

Though A Wide Ocean Separates The United States From Europe, Yet There Are Various Considerations That Warn Us Against An Excess Of Confidence Or Security.

It Is A Just Observation That The People Commonly Intend The Public Good. This Often Applies To Their Very Errors. But Their Good Sense Would Despise The Adulator Who Should Pretend They Always Reason Right About The Means Of Promoting It.

The Circumstances That Endanger The Safety Of Nations Are Infinite, And For This Reason No Constitutional Shackles Can Wisely Be Imposed On The Power To Which The Care Of It Is Committed.

It Is Impossible To Read The History Of The Petty Republics Of Greece And Italy Without Feeling Sensations Of Horror And Disgust At The Distractions With Which They Were Continually Agitated, And At The Rapid Succession Of Revolutions By Which They Were Kept In A State Of Perpetual Vibration Between The Extremes Of Tyranny And Anarchy . . . Great Improvement . . . Were Either Not Known At All, Or Imperfectly Known To The Ancients.

Effective Resistance To Usurpers Is Possible Only Provided The Citizens Understand Their Rights And Are Disposed To Defend Them.

When You Assemble From Your Several Counties In The Legislature, Were Every Member To Be Guided Only By The Apparent Interest Of His County, Government Would Be Impracticable. There Must Be A Perpetual Accomodation And Sacrifice Of Local Advantage To General Expediency.

If It Be Asked What Is To Restrain The House Of Representatives From Making Legal Discriminations In Favor Of Themselves And A Particular Class Of The Society? I Answer, The Genius Of The Whole System, The Nature Of Just And Constitutional Laws, And Above All The Vigilant And Manly Spirit Which Actuates The People Of America, A Spirit Which Nourishes Freedom, And In Return Is Nourished By It. If This Spirit Shall Ever Be So Far Debased As To Tolerate A Law Not Obligatory On The Legislature As Well As On The People, The People Will Be Prepared To Tolerate Anything But Liberty.

Every Power Vested In A Government Is In Its Nature Sovereign, And Includes By Force Of The Term A Right To Employ All The Means Requisite . . . To The Attainment Of The Ends Of Such Power.

Necessity, Especially In Politics, Often Occasions False Hopes, False Reasonings, And A System Of Measures, Correspondingly Erroneous.

Learn To Think Continentally.

If We Incline Too Much To Democracy, We Shall Soon Shoot Into A Monarchy.

I Confess I Am At A Loss To Discover What Temptation The Persons Entrusted With The Administration Of The General Government Could Ever Feel To Divest The States Of The Authorities Of That Description. The Regulation Of The Mere Domestic Police Of A State Appears To Me To Hold Out Slender Allurements To Ambition.

It Is The Advertiser Who Provides The Paper For The Subscriber. It Is Not To Be Disputed, That The Publisher Of A Newspaper In This Country, Without A Very Exhaustive Advertising Support, Would Receive Less Reward For His Labor Than The Humblest Mechanic.

There Can Be No Limitation Of That Authority Which Is To Provide For The Defense And Protection Of The Community In Any Matter Essential To The Formation, Direction, Or Support Of The National Forces.

As You Sometimes Swear By Him That Made You, I Conclude Your Sentiments Do Not Correspond With His, In That Which Is The Basis Of The Doctrine You Both Agree In: And This Makes It Impossible To Imagine Whence This Congruity Between You Arises. "to Grant That There Is A Supreme Intelligence Who Rules The World And Has Established Laws To Regulate The Actions Of His Creatures; And Still To Assert That Man, In A State Of Nature, May Be Considered As Perfectly Free From All Restraints Of Law And Government, Appears To A Common Understanding Altogether Irreconcilable.

The Law... Dictated By God Himself Is, Of Course, Superior In Obligation To Any Other. It Is Binding Over All The Globe, In All Countries, And At All Times. No Human Laws Are Of Any Validity If Contrary To This.

By Multiplying The Means Of Gratification, By Promoting The Introduction And Circulation Of The Precious Metals, Those Darling Objects Of Human Avarice And Enterprise, It Serves To Vivify And Invigorate The Channels Of Industry, And To Make Them Flow With Greater Activity And Copiousness. The Assiduous Merchant, The Laborious Husbandman, The Active Mechanic, And The Industrious Manufacturer,-all Orders Of Men, Look Forward With Eager Expectation And Growing Alacrity To This Pleasing Reward Of Their Toils.

The Convention Probably Foresaw What It Has Been A Principal Aim Of These Papers To Inculcate That The Danger Which Most Threatens Our Political Welfare Is, That The State Governments Will Finally Sap The Foundations Of The Union.

The System Is The Best That The Present Views And Circumstances Of The Country Will Permit.

The Increasing Remoteness Of Consanguinity Is Everyday Diminishing The Force Of The Family Compact Between France And Spain. And Politicians Have Ever With Great Reason Considered The Ties Of Blood As Feeble And Precarious Links Of Political Connection.

Constitutions Should Consist Only Of General Provisions; The Reason Is That They Must Necessarily Be Permanent, And That They Cannot Calculate For The Possible Change Of Things.

A Sacred Respect For The Constitutional Law Is The Vital Principle, The Sustaining Energy Of A Free Government.

It May Be Laid Down As A General Rule, That Their Confidence In And Obedience To A Government, Will Be Commonly Proportioned To The Goodness Or Badness Of Its Administration . . . . Various Reasons Have Been Suggested In The Course Of These Papers, To Induce A Probability That The General Government Will Be Better Administered Than The Particular Governments.

Men Often Oppose A Thing Merely Because They Have Had No Agency In Planning It, Or Because It May Have Been Planned By Those Whom They Dislike.

There Are Still To Be Found Visionary Or Designing Men, Who Stand Ready To Advocate The Paradox Of Perpetual Peace Between The States, Though Dismembered And Alienated From Each Other.... The Genius Of Republics, Say They, Is Pacific; The Spirit Of Commerce Has A Tendency To Soften The Manners Of Men, And To Extinguish Those Inflammable Humours Which Have So Often Kindled Into Wars. The Proposed Constitution, So Far From Implying An Abolition Of The State Governments, Makes Them Constituent Parts Of The National Sovereignty, By Allowing Them A Direct Representation In The Senate, And Leaves In Their Possession Certain Exclusive And Very Important Portions Of Sovereign Power. This Fully Corresponds, In Every Rational Import Of The Terms, With The Idea Of A Federal Government.

Upon This Law, Depend The Natural Rights Of Mankind, The Supreme Being Gave Existence To Man, Together With The Means Of Preserving And Beatifying That Existence. He Endowed Him With Rational Faculties, By The Help Of Which, To Discern And Pursue Such Things, As Were Consistent With His Duty And Interest, And Invested Him With An Inviolable Right To Personal Liberty, And Personal Safety.

A Feeble Executive Implies A Feeble Execution Of The Government. A Feeble Execution Is But Another Phrase For A Bad Execution; And A Government Ill Executed, Whatever May Be Its Theory, Must Be, In Practice, A Bad Government.

Men Are Rather Reasoning Than Reasonable Animals For The Most Part Governed By The Impulse Of Passion.

This Position Will Not Be Disputed So Long As It Is Admitted That The Desire Of Reward Is One Of The Strongest Incentives Of Human Conduct, Or That The Best Security For The Fidelity Of Mankind Is To Make Their Interest Coincide With Their Duty. Even The Love Of Fame, The Ruling Passion Of The Noblest Minds... Would On The Contrary Deter Him From The Undertaking, When He Foresaw That He Must Quit The Scene Before He Could Accomplish The Work.

The Republican Principle Demands That The Deliberate Sense Of The Community Should Govern The Conduct Of Those To Whom They Intrust The Management Of Their Affairs; But It Does Not Require An Unqualified Complaisance To Every Sudden Breeze Of Passion Or To Every Transient Impulse Which The People May Receive From The Arts Of Men, Who Flatter Their Prejudices To Betray Their Interests.

The Liberty Of The Press Consists In The Right To Publish With Impunity Truth With Good Motives For Justifiable Ends, Though Reflecting On Government, Magistracy, Or Individuals.

One Great Error Is That We Suppose Mankind More Honest Than They Are.

A Republic Of This Kind, Able To Withstand An External Force, May Support Itself Without Any Internal Corruptions. The Form Of This Society Prevents All Manner Of Inconveniences.

If Mankind Were To Resolve To Agree In No Institution Of Government, Until Every Part Of It Had Been Adjusted To The Most Exact Standard Of Perfection, Society Would Soon Become A General Scene Of Anarchy, And The World A Desert.

The Truth Is That The General Genius Of A Government Is All That Can Be Substantially Relied Upon For Permanent Effects. Particular Provisions, Though Not Altogether Useless, Have Far Less Virtue And Efficacy Than Are Commonly Ascribed To Them; And The Want Of Them Will Never Be With Men Of Sound Discernment A Decisive Objection To Any Plan Which Exhibits The Leading Characters Of A Good Government.

That Experience Is The Parent Of Wisdom Is An Adage The Truth Of Which Is Recognized By The Wisest As Well As The Simplest Of Mankind.

It Was Remarked Yesterday That A Numerous Representation Was Necessary To Obtain The Confidence Of The People. This Is Not Generally True. The Confidence Of The People Will Easily Be Gained By A Good Administration. This Is The True Touchstone.

A Nation Which Can Prefer Disgrace To Danger Is Prepared For A Master, And Deserves One.

Industry Is Increased, Commodities Are Multiplied, Agriculture And Manufacturers Flourish: And Herein Consists The True Wealth And Prosperity Of A State.

All Communities Divide Themselves Into The Few And The Many. The First Are The Rich And Well Born, The Other The Mass Of The People. The Voice Of The People Has Been Said To Be The Voice Of God; And However Generally This Maxim Has Been Quoted And Believed, It Is Not True In Fact. The People Are Turbulent And Changing; They Seldom Judge Or Determine Right. Give Therefore To The First Class A Distinct, Permanent Share In The Government.

I Will Venture To Assert That No Combination Of Designing Men Under Heaven Will Be Capable Of Making A Government Unpopular Which Is In Its Principles A Wise And Good One, And Vigorous In Its Operations.

There Can Be No Profit In The Making Or Selling Of Things To Be Destroyed In War. Men May Think That They Have Such Profit, But In The End The Profit Will Turn Out To Be A Loss.

The Idea Of Governing At All Times By The Simple Force Of Law (which We Have Been Told Is The Only Admissible Principle Of Republican Government) Has No Place But In The Reveries Of Those Political Doctors Whose Sagacity Disdains The Admonitions Of Experimental Instruction.

A Powerful, Victorious Ally Is Yet Another Name For Master.

It Has Been Observed That A Pure Democracy If It Were Practicable Would Be The Most Perfect Government. Experience Has Proved That No Position Is More False Than This. The Ancient Democracies In Which The People Themselves Deliberated Never Possessed One Good Feature Of Government. Their Very Character Was Tyranny; Their Figure Deformity.

An Over-scrupulous Jealousy Of Danger To The Rights Of The People, Which Is More Commonly The Fault Of The Head Than Of The Heart, Will Be Represented As Mere Pretense And Artifice, The Stale Bait For Popularity At The Expense Of The Public Good.

A Share In The Sovereignty Of The State, Which Is Exercised By The Citizens At Large, In Voting At Elections Is One Of The Most Important Rights Of The Subject, And In A Republic Ought To Stand Foremost In The Estimation Of The Law...that Portion Of The Sovereignty, To Which Each Individual Is Entitled, Can Never Be Too Highly Prized. It Is That For Which We Have Fought And Bled.

Experience Is The Oracle Of Truth; And Where Its Responses Are Unequivocal, They Ought To Be Conclusive And Sacred.

Remember Civil And Religious Liberty Always Go Together: If The Foundation Of The One Be Sapped, The Other Will Fall Of Course.

To Answer The Purpose Of The Adversaries Of The Constitution, They Ought To Prove, Not Merely That Particular Provisions In It Are Not The Best, Which Might Have Been Imagined; But That The Plan Upon The Whole Is Bad And Pernicious.

When A Government Betrays The People By Amassing Too Much Power And Becoming Tyrannical, The People Have No Choice But To Exercise Their Original Right Of Self-defense — To Fight The Government.

Can Any Reasonable Man Be Well Disposed Toward A Government Which Makes War And Carnage The Only Means Of Supporting Itself?

Safety From External Danger Is The Most Powerful Director Of National Conduct. Even The Ardent Love Of Liberty Will, After A Time, Give Way To Its Dictates. The Violent Destruction Of Life And Property Incident To War, The Continual Effort And Alarm Attendant On A State Of Continual Danger, Will Compel Nations The Most Attached To Liberty To Resort For Repose And Security To Institutions Which Have A Tendency To Destroy Their Civil And Political Rights. To Be More Safe, They At Length Become Willing To Run The Risk Of Being Less Free.

The Interpretation Of The Laws Is The Proper And Peculiar Province Of The Courts. A Constitution Is, In Fact, And Must Be Regarded By The Judges, As Fundamental Law. It Therefore Belongs To Them To Ascertain Its Meaning, As Well As The Meaning Of Any Particular Act Proceeding From The Legislative Body. If There Should Happen To Be An Irreconcilable Variance Between The Two, That Which Has The Superior Obligation And Validity Ought, Of Course, To Be Preferred; Or, In Other Words, The Constitution Ought To Be Preferred To The Statute, The Intention Of The People To The Intention Of Their Agents.

A Promise Must Never Be Broken.

If We Set Out With... A Scrupulous Regard To The Constitution, The Government Will Acquire A Spirit And A Tone Productive Of Permanent Blessings To The Community. If On The Contrary,... I Have Thought It My Duty To Exhibit Things As They Are, Not As They Ought To Be.

The Attributes Of Sovereignty Are Now Enjoyed By Every State In The Union.

To Look For A Continuation In Harmony Between A Number Of Independent Unconnected Sovereignties, Situated In The Same Neighborhood, Would Be To Disregard The Uniform Course Of Human Events, And To Set At Defiance The Accumulated Experience Of Ages.

A Struggle For Liberty Is In Itself Respectable And Glorious. . . . When Conducted With Magnanimity, Justice And Humanity, It Ought To Command The Admiration Of Every Friend To Human Nature. But If Sullied By Crimes And Extravagancies, It Loses Its Respectability.

It Is A Singular Advantage Of Taxes On Articles Of Consumption That They Contain In Their Own Nature A Security Against Excess. They Prescribe Their Own Limit, Which Cannot Be Exceeded Without Defeating The End Purposed - That Is, An Extension Of The Revenue.

To Model Our Political System Upon Speculations Of Lasting Tranquility, Is To Calculate On The Weaker Springs Of The Human Character.

The Loss Of Liberty To A Generous Mind Is Worse Than Death.

Good Constitutions Are Formed Upon A Comparison Of The Liberty Of The Individual With The Strength Of Government: If The Tone Of Either Be Too High, The Other Will Be Weakened Too Much. It Is The Happiest Possible Mode Of Conciliating These Objects, To Institute One Branch Peculiarly Endowed With Sensibility, Another With Knowledge And Firmness. Through The Opposition And Mutual Control Of These Bodies, The Government Will Reach, In Its Regular Operations, The Perfect Balance Between Liberty And Power.

There Are Some Who Maintain That Trade Will Regulate Itself, And It Is Not To Be Benefited By The Encouragements Or Restraints Of Government. Such Persons Will Imagine That There Is No Need Of A Common Directing Power. This Is One Of Those Wild Speculative Paradoxes, Which Have Grown Into Credit Among Us, Contrary To The Uniform Practice And Sense Of The Most Enlightened Nations.

There Is At This Present Juncture, A Certain Fermentation Of Mind, A Certain Activity Of Speculation And Enterprise Which If Properly Directed May Be Made Subservient To Useful Purposes; But Which If Left Entirely To Itself, May Be Attended With Pernicious Effects.

Of Those Men Who Have Overturned The Liberties Of Republics, The Greatest Number Have Begun Their Career By Paying An Obsequious Court To The People, Commencing Demagogues And Ending Tyrants.

Measures Which Serve To Abridge The Free Competition Of Foreign Articles, Have A Tendency To Occasion An Enhancement Of Prices.

In Politics, As In Religion, It Is Equally Absurd To Aim At Making Proselytes By Fire And Sword. Heresies In Either Can Rarely Be Cured By Persecution.

The Instrument By Which It [government] Must Act Are Either The Authority Of The Laws Or Force. If The First Be Destroyed, The Last Must Be Substituted; And Where This Becomes The Ordinary Instrument Of Government There Is An End To Liberty!

That This Gentleman [president John Adams] Ought Not To Be The Object Of The Federal Wish, Is, With Me, Reduced To Demonstration. His Administration Has Already Very Materially Disgraced And Sunk The Government. There Are Defects In His Character Which Must Inevitably Continue To Do This More And More. And If He Is Supported By The Federal Party, His Party Must In The Issue Fall With Him.

And It Is Long Since I Have Learned To Hold Popular Opinion Of No Value.

A Fondness For Power Is Implanted In Most Men, And It Is Natural To Abuse It When Acquired.

I Never Expect To See A Perfect Work From An Imperfect Man.

It Is Still More Impossible To Withhold That Imputation From The Rash And Barefaced Expedients Which Have Been Employed To Give Success To The Attempted Imposition.

Civil Liberty Is Only Natural Liberty, Modified And Secured By The Sanctions Of Civil Society. It Is Not A Thing, In Its Own Nature, Precarious And Dependent On Human Will And Caprice; But It Is Conformable To The Constitution Of Man, As Well As Necessary To The Well-being Of Society.

And As The Vicissitudes Of Nations Beget A Perpetual Tendency To The Accumulation Of Debt, There Ought To Be In Every Government A Perpetual, Anxious, And Unceasing Effort To Reduce That, Which At Any Times Exists, As Fast As Shall Be Practicable Consistently With Integrity And Good Faith.

Man Is Very Much A Creature Of Habit. A Thing That Rarely Strikes His Senses Will Generally Have But Little Influence Upon His Mind. A Government Continually At A Distance And Out Of Sight, Can Hardly Be Expected To Interest The Sensations Of The People. The Inference Is, That The Authority Of The Union, And The Affections Of The Citizens Towards It, Will Be Strengthened Rather Than Weakened By Its Extension To What Are Called Matters Of Internal Concern.

What Bitter Anguish Would Not The People Of Athens Have Often Escaped If Their Government Had Contained So Provident A Safeguard Against Tyranny Of Their Own Passions? Popular Liberty Might Then Have Escaped The Indelible Reproach Of Decreeing To The Same Citizens The Hemlock On One Day And Statutes The Next.

Give All The Power To The Many, They Will Oppress The Few. Give All The Power To The Few, They Will Oppress The Many.

A Nation Has A Right To Manage Its Own Concerns As It Thinks Fit.

Let Us Recollect That Peace Or War Will Not Always Be Left To Our Option; That However Moderate Or Unambitious We May Be, We Cannot Count Upon The Moderation, Or Hope To Extinguish The Ambition Of Others.

This Process Of Election Affords A Moral Certainty That The Office Of President Will Seldom Fall To The Lot Of Any Many Who Is Not In An Eminent Degree Endowed With The Requisite Qualifications.

There Is No Position Which Depends On Clearer Principles Than That Every Act Of A Delegated Authority, Contrary To The Commission Under Which It Is Exercised, Is Void. No Legislative Act, Therefore, Contrary To The Constitution, Can Be Valid.

The Sacred Rights Of Mankind Are Not To Be Rummaged For Among Old Parchments Or Musty Records. They Are Written, As With A Sunbeam, In The Whole Volume Of Human Nature, By The Hand Of The Divinity Itself; And Can Never Be Erased.

The President, And Government, Will Only Control The Militia When A Part Of Them Is In The Actual Service Of The Federal Government, Else, They Are Independent And Not Under The Command Of The President Or The Government.
