Capitals Are Increased By Parsimony, And Diminished By Prodigalityand Misconduct. He Seems To Imagine That He Can Arrange The Different Members Of A Great Society With As Much Ease As The Hand Arranges The Different Pieces Upon A Chess-board. He Does Not Consider That...in The Great Chess-board Of Human Society, Every Single Piece Has A Principle Of Motion Of Its Own, Altogether Different From That Which The Legislature Might Choose To Impress Upon It.

Every Tax Ought To Be So Contrived As Both To Take Out And To Keep Out Of The Pockets Of The People As Little As Possible, Over And Above What It Brings Into The Public Treasury Of The State.

The Man Whose Whole Life Is Spent In Performing A Few Simple Operations, Of Which The Effects Are Perhaps Always The Same, Or Very Nearly The Same, Has No Occasion To Exert His Understanding Or To Exercise His Invention In Finding Out Expedients For Removing Difficulties Which Never Occur. He Naturally Loses, Therefore, The Habit Of Such Exertion, And Generally Becomes As Stupid And Ignorant As It Is Possible For A Human Creature To Become.

The Necessaries Of Life Occasion The Great Expense Of The Poor. They Find It Difficult To Get Food, And The Greater Part Of Their Little Revenue Is Spent In Getting It. The Luxuries And Vanities Of Life Occasion The Principal Expense Of The Rich, And A Magnificent House Embellishes And Sets Off To The Best Advantage All The Other Luxuries And Vanities Which They Possess ... It Is Not Very Unreasonable That The Rich Should Contribute To The Public Expense, Not Only In Proportion To Their Revenue, But Something More Than In That Proportion.

The Uniform, Constant, And Uninterrupted Effort Of Every Man To Better His Condition . . . Is Frequently Powerful Enough To Maintain The Natural Progress Of Things Toward Improvement, In Spite Of The Extravagance Of Government, And Of The Greatest Errors Of Administration.

The Statesman Who Should Attempt To Direct Private People In What Manner They Ought To Employ Their Capitals Would Not Only Load Himself With Most Unnecessary Attention But Assume An Authority Which Could Safely Be Trusted To No Council And Senate Whatever, And Which Would Nowhere Be So Dangerous As In The Hands Of Man Who Have Folly And Presumption Enough To Fancy Himself Fit To Exercise It.

It Is Not The Actual Greatness Of National Wealth, But Its Continual Increase, Which Occasions A Rise In The Wages Of Labour. It Is Not, Accordingly, In The Richest Countries, But In The Most Thriving, Or In Those Which Are Growing Rich The Fastest, That The Wages Of Labour Are Highest. England Is Certainly, In The Present Times, A Much Richer Country Than Any Part Of North America. The Wages Of Labour, However, Are Much Higher In North America Than In Any Part Of England.

It Is Not From The Benevolence Of The Butcher, The Brewer, Or The Baker That We Expect Our Dinner, But From Their Regard To Their Own Interest.

The Great Affair, We Always Find, Is To Get Money.

Mercy To The Guilty Is Cruelty To The Innocent.

That The Chance Of Gain Is Naturally Over-valued, We May Learn From The Universal Success Of Lotteries.

Such Regulations May, No Doubt, Be Considered As In Some Respect A Violation Of Natural Liberty. But Those Exertions Of The Natural Liberty Of A Few Individuals, Which Might Endanger The Security Of The Whole Society, Are, And Ought To Be, Restrained By The Laws Of All Governments; Of The Most Free, As Well As Or The Most Despotical. The Obligation Of Building Party Walls, In Order To Prevent The Communication Of Fire, Is A Violation Of Natural Liberty, Exactly Of The Same Kind With The Regulations Of The Banking Trade Which Are Here Proposed.

Nothing Is More Graceful Than Habitual Cheerfulness.

The Disposition To Admire, And Almost To Worship, The Rich And The Powerful, And To Despise, Or, At Least, To Neglect Persons Of Poor And Mean Condition Is The Great And Most Universal Cause Of The Corruption Of Our Moral Sentiments.

But What All The Violence Of The Feudal Institutions Could Never Have Effected, The Silent And Insensible Operation Of Foreign Commerce And Manufactures Gradually Brought About.

Men Of The Most Robust Make, Observe That In Looking Upon Sore Eyes They Often Feel A Very Sensible Soreness In Their Own, Which Proceeds From The Same Reason; That Organ Being In The Strongest Man More Delicate, Than Any Other Part Of The Body Is In The Weakest.

In Every Part Of The Universe We Observe Means Adjusted With The Nicest Artifice To The Ends Which They Are Intended To Produce; And In The Mechanism Of A Plant, Or Animal Body, Admire How Every Thing Is Contrived For Advancing The Two Great Purposes Of Nature, The Support Of The Individual, And The Propagation Of The Species.
