The Equal Vote Allowed To Each State, Is At Once A Constitutional Recognition Of The Portion Of Sovereignty Remaining In The Individual States, And An Instrument For Preserving That Residuary Sovereignty.

If The People Are To Be Our Governors, They Must Arm Themselves With Knowledge.

The Danger From Legislative Usurpations, Which, By Assembling All Power In The Same Hands, Must Lead To The Same Tyranny As Is Threatened By Executive Usurpations.

The American People Owe It To Themselves, And To The Cause Of Free Government, To Prove By Their Establishments For The Advancement And Diffusion Of Knowledge, That Their Political Institutionsare As Favorable To The Intellectual And Moral Improvement Of Man As They Are Conformable To His Individual And Social Rights.

The Fetters Imposed On Liberty At Home Have Ever Been Forged Out Of The Weapons Provided For Defense Against Real, Pretended, Or Imaginary Dangers From Abroad.

In Suits At Common Law, Trial By Jury In Civil Cases Is As Essential To Secure The Liberty Of The People As Any One Of The Pre-existent Rights Of Nature.

Our Constitution Represents The Work Of The Finger Of Almighty God.

The Important Distinction So Well Understood In America Between A Constitution Established By The People, And Unalterable By The Government; And A Law Established By The Government, And Alterable By The Government, Seems To Have Been Little Understood And Less Observed In Any Other Country. Wherever The Supreme Power Of Legislation Has Resided, Has Been Supposed To Reside Also, A Full Power To Change The Form Of Government.

The Real Wonder Is That So Many Difficulties Should Have Been Surmounted [in The Federal Convention], And Surmounted With A Unanimity Almost As Unprecedented As It Must Have Been Unexpected. It Is Impossible For Any Man Of Candor To Reflect On This Circumstance Without Partaking Of The Astonishment. It Is Impossible For The Man Of Pious Reflection Not To Perceive In It A Finger Of That Almighty Hand Which Has Been So Frequently And Signally Extended To Our Relief In The Critical Stages Of The Revolution.

The Political Truths Declared In That Solemn Manner Acquire By Degrees The Character Of Fundamental Maxims Of Free Government, And As They Become Incorporated With National Sentiment, Counteract The Impulses Of Interest And Passion.

The Real Difference Of Interests, Lay Not Between Large And Small, But Between The Northern And Southern States. The Institution Of Slavery And Its Consequences Formed A Line Of Discrimination.

It May Not Be Easy, In Every Possible Case, To Trace The Line Of Separation Between The Rights Of Religion And The Civil Authority With Such Distinctness As To Avoid Collisions And Doubts On Unessential Points. The Tendency To Unsurpastion On One Side Or The Other, Or To A Corrupting Coalition Or Alliance Between Them, Will Be Best Guarded Agst. By An Entire Abstinence Of The Gov't From Interfence In Any Way Whatsoever, Beyond The Necessity Of Preserving Public Order, And Protecting Each Sect Agst. Trespasses On Its Legal Rights By Others.

A Pure Democracy, By Which I Mean A Society Consisting Of A Small Number Of Citizens, Who Assemble And Administer The Government In Person, Can Admit Of No Cure For The Mischiefs Of Faction. A Common Passion Or Interest Will, In Almost Every Case, Be Felt By A Majority Of The Whole; A Communication And Concert Result From The Form Of Government Itself; And There Is Nothing To Check The Inducements To Sacrifice The Weaker Party, Or An Obnoxious Individual. Hence It Is, That Such Democracies Have Ever Been Spectacles Of Turbulence And Contention; Have Ever Been Found Incompatible With Personal Security, Or The Rights Of Property; And Have In General Been As Short In Their Lives, As They Have Been Violent In Their Deaths.

People Will Continue To Seek Justice Until It Is Found, Or Until Liberty Is Lost In The Pursuit.

The Eyes Of The World Being Thus On Our Country, It Is Put The More On Its Good Behavior, And Under The Greater Obligation Also, To Do Justice To The Tree Of Liberty By An Exhibition Of The Fine Fruits We Gather From It.

There Is No Maxim, In My Opinion, Which Is More Liable To Be Misapplied, And Which, Therefore, More Needs Elucidation, Than The Current One, That The Interest Of The Majority Is The Political Standard Of Right And Wrong.

With Respect To The Words "general Welfare," I Have Always Regarded Them As Qualified By The Detail Of Powers Connected With Them. To Take Them In A Literal And Unlimited Sense Would Be A Metamorphosis Of The Constitution Into A Character Which There Is A Host Of Proofs Was Not Contemplated By Its Creators.

How A Regulation So Unjust In Itself, So Foreign To The Authority Of Congress, And So Hurtful To The Sale Of Public Land, And Smelling So Strongly Of An Antiquated Bigotry, Could Have Received The Countenance Of A Committee Is Truly A Matter Of Astonishment.

...to Support The Constitution, Which Is The Cement Of The Union, As Well In Its Limitations As In Its Authorities; To Respect The Rights And Authorities Reserved To The States And To The People As Equally Incorporated With And Essential To The Success Of The General System;... To Keep Within The Requisite Limits A Standing Military Force, Always Remembering That An Armed And Trained Militia Is The Firmest Bulwark Of Republics-that Without Standing Armies Their Liberty Can Never Be In Danger, Nor With Large Ones Safe.

But Ambitious Encroachments Of The Federal Government, On The Authority Of The State Governments, Would Not Excite The Opposition Of A Single State, Or Of A Few States Only. They Would Be Signals Of General Alarm . . . But What Degree Of Madness Could Ever Drive The Federal Government To Such An Extremity.

To Say That The United States Should Be Answerable For Twenty-five Millions Of Dollars Without Knowing Whether The Ways And Means Can Be Provided, And Without Knowing Whether Those Who Are To Succeed Us Will Think With Us On The Subject, Would Be Rash And Unjustifiable. Sir, In My Opinion, It Would Be Hazarding The Public Faith In A Manner Contrary To Every Idea Of Prudence.

The Number, The Industry, And The Morality Of The Priesthood, And The Devotion Of The People Have Been Manifestly Increased By The Total Separation Of The Church From The State.

The Same Just And Benevolent Motives Which Produced Interdiction In Force Against This Criminal Conduct Will Doubtless Be Felt By Congress In Devising Further Means Of Suppressing The Evil.

Every New And Successful Example Of A Perfect Separation Between Ecclesiastical And Civil Matters Is Of Importance.

To Provide Employment For The Poor, And Support For The Indigent, Is Among The Primary, And, At The Same Time, Not Least Difficult Cares Of The Public Authority.

The Primary Function Of Government Is To Protect The Minority Of The Opulent From The Majority Of The Poor.

Security Against Foreign Danger Is One Of The Primitive Objects Of Civil Society. It Is An Avowed And Essential Object Of The American Union.

The First Question That Offers Itself Is, Whether The General Form And Aspect Of The Government Be Strictly Republican? It Is Evident That No Other Form Would Be Reconcileable With The Genius Of The People Of America; With The Fundamental Principles Of The Revolution; Or With That Honourable Determination Which Animates Every Votary Of Freedom, To Rest All Our Political Experiments On The Capacity Of Mankind For Self-government.

As The Legislative, Executive, And Judicial Departments Of The United States Are Co-ordinate, And Each Equally Bound To Support The Constitution, It Follows That Each Must In The Exercise Of Its Functions Be Guided By The Text Of The Constitution According To Its Own Interpretation Of It.

The Public Affairs Of The Union Are Spread Throughout A Very Extensive Region, And Are Extremely Diversified By The Local Affairs Connected With Them, And Can With Difficulty Be Learnt In Any Other Place, Than In The Central Councils, To Which A Knowledge Of Them Will Be Brought By The Representatives Of Every Part Of The Empire. Yet Some Knowledge Of The Affairs, And Even Of The Laws Of All The States, Ought To Be Possessed By The Members From Each Of The States.

Inference Is Founded Upon Obvious Reasons. Regard To Reputation Has A Less Active Influence, When The Infamy Of A Bad Action Is To Be Divided Upon A Number, Than When It Is To Fall Singly Upon One. A Spirit Of Faction . . . Will Often Hurry The Persons Of Whom They Were Composed Into Improprieties And Excesses For Which They Would Blush In A Private Capacity.

No Man Will Subject Himself To The Ridicule Of Pretending That Any Natural Connection Subsists Between The Sun Or The Seasons, And The Period Within Which Human Virtue Can Bear The Temptations Of Power. Happily For Mankind, Liberty Is Not, In This Respect, Confined To Any Single Point Of Time, But Lies Within Extremes, Which Afford Sufficient Latitude For All The Variations Which May Be Required By The Various Situations And Circumstances Of Civil Society.
