Conservatism, Though A Necessary Element In Any Stable Society, Is Not A Social Program; In Its Paternalistic, Nationalistic And Power Adoring Tendencies It Is Often Closer To Socialism Than True Liberalism; And With Its Traditionalistic, Anti-intellectual, And Often Mystical Propensities It Will Never, Except In Short Periods Of Disillusionment, Appeal To The Young And All Those Others Who Believe That Some Changes Are Desirable If This World Is To Become A Better Place.

Our Hopes Of Avoiding The Fate Which Threatens Must...[be To Make]adjustments That Will Be Needed If We Are To Recover And Surpass Our Former Standards...and Only If Every One Of Us Is Ready To Individually Obey The Necessities Of Readjustment Shall We Be Able To Get Through A Difficult Period As Free Men Who Can Choose Their Own Way Of Life. This Seems To Be Particularly Regrettable Because Of The Consequent Tendency Of Many True Liberals To Describe Themselves As Conservatives.

We Shall Not Grow Wiser Before We Learn That Much That We Have Done Was Very Foolish.

Least Of All Shall We Preserve Democracy Or Foster Its Growth If All The Power And Most Of The Important Decisions Rest With An Organization Far Too Big For The Common Man To Survey Or Comprehend.

The Problems Raised By A Conscious Direction Of Economic Affairs On A National Scale Inevitably Assume Even Greater Dimensions When The Same Is Attempted Internationally. The Conflict Between Planning And Freedom Cannot But Become More Serious As The Similarity Of Standards And Values Among Those Submitted To A Unitary Plan Diminishes.

Unlike Proportionality, Progression Provides No Principle Which Tells Us What The Relative Burden Of Different Persons Ought To Be The Argument Based On The Presumed Justice Of Progression Provides No Limitation, As Has Often Been Admitted By Its Supporters, Before All Incomes Above A Certain Figure Are Confiscated, And Those Below Left Untaxed.

That There Is Little Hope Of International Order Or Lasting Peace So Long As Every Country Is Free To Employ Whatever Measures It Thinks Desirable In Its Own Immediate Interest, However Damaging They May Be To Others, Needs Little Emphasis Now.

I Am Convinced That If The Market System Were The Result Of Deliberate Human Design, And If The People Guided By The Price Changes Understood That Their Decisions Have Significance Far Beyond Their Immediate Aims, This Mechanism Would Have Been Acclaimed As One Of The Greatest Triumphs Of The Human Mind.

The System Of Private Property Is The Most Important Guaranty Of Freedom, Not Only For Those Who Own Property, But Scarcely Less For Those Who Do Not.

It Is Also True That The Less Possible It Becomes For A Man To Acquire A New Fortune, The More Must The Existing Fortunes Appear As Privileges For Which There Is No Justification. Policy Is Then Certain To Aim At Taking These Fortunes Out Of Private Hands, Either By The Slow Process Of Heavy Taxation Of Inheritance Or By The Quicker One Of Outright Confiscation. He Will Do So Effectively Only If He Is Not Concerned With What Is Now Politically Possible But Consistently Defends The "general Principles Which Are Always The Same." In This Sense I Doubt Whether There Can Be Such A Thing As A Conservative Political Philosophy. Conservatism May Often Be A Useful Practical Maxim, But It Does Not Give Us Any Guiding Principles Which Can Influence Long-range Developments.

Nor Must We Forget That There Has Often Been Much More Cultural And Spiritual Freedom Under An Autocratic Rule Than Under Some Democracies And It Is At Least Conceivable That Under The Government Of A Very Homogeneous And Doctrinaire Majority Democratic Government Might Be As Oppressive As The Worst Dictatorship.

The Advantage Of A Free Market Is That It Allows Millions Of Decision-makers To Respond Individually To Freely Determined Prices, Allocating Resources - Labor, Capital And Human Ingenuity - In A Manner That Can't Be Mimicked By A Central Plan, However Brilliant The Central Planner.

The Power Which A Multiple Millionaire, Who May Be My Neighbor And Perhaps My Employer, Has Over Me Is Very Much Less Than That Which The Smallest "functionaire" Possesses Who Wields The Coercive Power Of The State, And On Whose Desecration It Depends Whether And How I Am Allowed To Live Or To Work.

The Theory Of Evolution Or What Are Called "mechanistic" Explanations Of The Phenomena Of Life Because Of Certain Moral Consequences Which At First Seem To Follow From These Theories, And Still Less With Those Who Regard It As Irrelevant Or Impious To Ask Certain Questions At All. By Refusing To Face The Facts , The Conservative Only Weakens His Own Position.

The Effect Of The People's Agreeing That There Must Be Central Planning, Without Agreeing On The Ends, Will Be Rather As If A Group Of People Were To Commit Themselves To Take A Journey Together Without Agreeing Where They Want To Go; With The Result That They May All Have To Make A Journey Which Most Of Them Do Not Want At All.

Is There A Greater Tragedy Imaginable Than That, In Our Endeavour Consciously To Shape Our Future In Accordance With High Ideals, We Should In Fact Unwittingly Produce The Very Opposite Of What We Have Been Striving For?

If The Resources Of Different Nations Are Treated As Exclusive Properties Of These Nations As Wholes, If International Economic Relations, Instead Of Being Relations Between Individuals, Become Increasingly Relations Between Whole Nations Organized As Trading Bodies, They Inevitably Become The Source Of Friction And Envy Between Whole Nations.

It Is Not The Source But The Limitation Of Power Which Prevents It From Being Arbitrary.

If Freedom Is To Flourish The Philosophic Foundations Of A Free Society Must Be Kept A Living Intellectual Issue And Its Implementation A Task Which Challenges The Ingenuity And Imagination Of The Liveliest Minds.

We Have Indeed At The Moment Little Cause For Pride: As A Profession We Have Made A Mess Of Things.

It Is Rather A Problem Of How To Secure The Best Use Of Resources Known To Any Of The Members Of Society, For Ends Whose Relative Importance Only Those Individuals Know.

All Political Theories Assume, Of Course, That Most Individuals Are Very Ignorant. Those Who Plead For Liberty Differ From The Rest In That They Include Among The Ignorant Themselves As Well As The Wisest.

Our Submission To General Principles Is Necessary Because We Cannot Be Guided In Our Practical Action By Full Knowledge And Evaluation Of The Consequences. So Long As Men Are Not Omniscient, The Only Way In Which Freedom Can Be Given To The Individual Is By Such General Rules To Delimit The Sphere In Which The Decision Is His. There Can Be No Freedom If The Government Is Not Limited To Particular Kinds Of Action But Can Use Its Powers In Any Ways Which Serve Particular Ends.

It Is Only Because The Majority Opinion Will Always Be Opposed By Some That Our Knowledge And Understanding Progress. In The Process By Which Opinion Is Formed, It Is Very Probable That, By The Time Any View Becomes A Majority View, It Is No Longer The Best View: Somebody Will Already Have Advanced Beyond The Point Which The Majority Have Reached. It Is Because We Do Not Yet Know Which Of The Many Competing New Opinions Will Prove Itself The Best That We Wait Until It Has Gained Sufficient Support.

All Political Theories Assume, Of Course, That Most Individuals Are Very Ignorant. Those Who Plead For Liberty Differ From The Rest In That They Include Among The Ignorant Themselves As Well As The Wisest. Compared With The Totality Of Knowledge Which Is Continually Utilized In The Evolution Of A Dynamic Civilization, The Difference Between The Knowledge That The Wisest And That The Most Ignorant Individual Can Deliberately Employ Is Comparatively Insignificant.

If This Is The Degree Of Inflation Planned For In Advance, The Real Outcome Is Indeed Likely To Be Such That Most Of Those Who Will Retire At The End Of The Century Will Be Dependent On The Charity Of The Younger Generation. And Ultimately Not Morals But The Fact That The Young Supply The Police And The Army Will Decide The Issue: Concentration Camps For The Aged Unable To Maintain Themselves Are Likely To Be The Fate Of An Old Generation Whose Income Is Entirely Dependent On Coercing The Young.

There Is, In A Competitive Society, Nobody Who Can Exercise Even A Fraction Of The Power Which A Socialist Planning Board Would Possess.

There Is Perhaps No Single Factor Contributing So Much To People's Frequent Reluctance To Let The Market Work As Their Inability To Conceive How Some Necessary Balance, Between Demand And Supply, Between Exports And Imports, Or The Like, Will Be Brought About Without Deliberate Control. The Conservative Feels Safe And Content Only If He Is Assured That Some Higher Wisdom Watches And Supervises Change, Only If He Knows That Some Authority Is Charged With Keeping The Change "orderly.

The Economic Freedom Which Is The Prerequisite Of Any Other Freedom Cannot Be The Freedom From Economic Care Which The Socialist Promise Us, And Which Can Be Obtained Only By Relieving The Individual At The Same Time Of The Necessity And Of The Power Of Choice: It Must Be The Freedom Of Economic Activity Which, With The Right Of Choice, Inevitably Also Carries The Risk And The Responsibility Of That Right

Whenever It Is Necessary That One Of Several Conflicting Opinions Should Prevail And When One Would Have To Be Made To Prevail By Force If Need Be, It Is Less Wasteful To Determine Which Has The Stronger Support By Counting Numbers Than By Fighting.

In Abbreviated Form, By A Kind Of Symbol, Only The Most Essential Information Is Passed On And Passed On Only To Those Concerned. It Is More Than A Metaphor To Describe The Price System As A Kind Of Machinery For Registering Change, Or A System Of Telecommunications Which Enables Individual Producers To Watch Merely The Movement Of A Few Pointers, As An Engineer Might Watch The Hands Of A Few Dials, In Order To Adjust Their Activities To Changes Of Which They May Never Know More Than Is Reflected In The Price Movement.

The Principle That The End Justifies The Means Is In Individualist Ethics Regarded As The Denial Of All Morals. In Collectivist Ethics It Becomes Necessarily The Supreme Rule.
