But Poverty, Though It Does Not Prevent The Generation, Is Extremely Unfavourable To The Rearing Of Children. The Tender Plant Is Produced, But In So Cold A Soil, And So Severe A Climate, Soon Withers And Dies.

Civil Government, So Far As It Is Instituted For The Security Of Property, Is In Reality Instituted For The Defense Of The Rich Against The Poor, Or Of Those Who Have Some Property Against Those Who Have None At All.

No Society Can Surely Be Flourishing And Happy, Of Which The Far Greater Part Of The Members Are Poor And Miserable. It Is But Equity, Besides, That They Who Feed, Clothe And Lodge The Whole Body Of The People, Should Have Such A Share Of The Produce Of Their Own Labour As To Be Themselves Tolerably Well Fed, Clothed And Lodged.

The Learned Ignore The Evidence Of Their Senses To Preserve The Coherence Of The Ideas Of Their Imagination.

It Is Not The Actual Greatness Of National Wealth, But Its Continual Increase, Which Occasions A Rise In The Wages Of Labour. It Is Not, Accordingly, In The Richest Countries, But In The Most Thriving, Or In Those Which Are Growing Rich The Fastest, That The Wages Of Labour Are Highest. England Is Certainly, In The Present Times, A Much Richer Country Than Any Part Of North America. The Wages Of Labour, However, Are Much Higher In North America Than In Any Part Of England.

All Jobs Are Created In Direct Proportion To The Amount Of Capital Employed.

Consumption Is The Sole End And Purpose Of All Production; And The Interest Of The Producer Ought To Be Attended To Only So Far As It May Be Necessary For Promoting That Of The Consumer. The Maxim Is So Perfectly Self-evident That It Would Be Absurd To Attempt To Prove It. But In The Mercantile System The Interest Of The Consumer Is Almost Constantly Sacrificed To That Of The Producer; And It Seems To Consider Production, And Not Consumption, As The Ultimate End And Object Of All Industry And Commerce.

The Discipline Of Colleges And Universities Is In General Contrived, Not For The Benefit Of The Students, But For The Interest, Or More Properly Speaking, For The Ease Of The Masters. Its Object Is, In All Cases, To Maintain The Authority Of The Master, And Whether He Neglects Or Performs His Duty, To Oblige The Students In All Cases To Behave Toward Him As If He Performed It With The Greatest Diligence And Ability.

Masters Are Always And Everywhere In A Sort Of Tacit, But Constant And Uniform Combination, Not To Raise The Wages Of Labor.

I Have No Great Faith In Political Arithmetic, And I Mean Not To Warrant The Exactness Of Either Of These Computations.

Wherever There Is Great Property There Is Great Inequality. For One Very Rich Man There Must Be At Least Five Hundred Poor, And The Affluence Of The Few Supposes The Indigence Of The Many. Great Nations Are Never Impoverished By Private, Though They Sometimes Are By Public Prodigality And Misconduct.

In Raising The Price Of Commodities, The Rise Of Wages Operates In The Same Manner As Simple Interest Does In The Accumulation Of Debt. Our Merchants And Master Manufacturers Complain Much Of The Bad Effects Of High Wages In Raising The Price, And Thereby Lessening The Sale Of Their Goods, Both At Home And Abroad. They Say Nothing Concerning The Bad Effects Of High Profits; They Are Silent With Regard To The Pernicious Effects Of Their Own Gains. They Complain Only Of Those Of Other People.

Both Ground- Rents And The Ordinary Rent Of Land Are A Species Of Revenue Which The Owner, In Many Cases, Enjoys Without Any Care Or Attention Of His Own. The Annual Produce Of The Land And Labour Of The Society, The Real Wealth And Revenue Of The Great Body Of The People, Might Be The Same After Such A Tax As Before. Ground-rents, And The Ordinary Rent Of Land Are, Therefore, Perhaps The Species Of Revenue Which Can Best Bear To Have A Peculiar Tax Imposed Upon Them.

The Propensity To Truck, Barter And Exchange One Thing For Another Is Common To All Men, And To Be Found In No Other Race Of Animals.

The Mob, When They Are Gazing At A Dancer On The Slack Rope, Naturally Writhe And Twist And Balance Their Own Bodies, As They See Him Do.

The Liberal Reward Of Labor, Therefore, As It Is The Necessary Effect, So It Is The Natural Symptom Of Increasing National Wealth. The Scanty Maintenance Of The Laboring Poor, On The Other Hand, Is The Natural Symptom That Things Are At A Stand, And Their Starving Condition That They Going Backwards Fast.

A Gardener Who Cultivates His Own Garden With His Own Hands, Unites In His Own Person The Three Different Characters, Of Landlord, Farmer, And Labourer. His Produce, Therefore, Should Pay Him The Rent Of The First, The Profit Of The Second, And The Wages Of The Third.

Such Regulations May, No Doubt, Be Considered As In Some Respect A Violation Of Natural Liberty. But Those Exertions Of The Natural Liberty Of A Few Individuals, Which Might Endanger The Security Of The Whole Society, Are, And Ought To Be, Restrained By The Laws Of All Governments; Of The Most Free, As Well As Or The Most Despotical. The Obligation Of Building Party Walls, In Order To Prevent The Communication Of Fire, Is A Violation Of Natural Liberty, Exactly Of The Same Kind With The Regulations Of The Banking Trade Which Are Here Proposed.

This Is One Of Those Cases In Which The Imagination Is Baffled By The Facts.

When The Toll Upon Carriages Of Luxury, Upon Coaches, Post-chaises, Etc. Is Made Somewhat Higher In Proportion To Their Weight, Than Upon Carriages Of Necessary Use, Such As Carts, Wagons, Etc. The Indolence And Vanity Of The Rich Is Made To Contribute In A Very Easy Manner To The Relief Of The Poor, By Rendering Cheaper The Transportation Of Heavy Goods To All The Different Parts Of The Country.

There Is No Art Which Government Sooner Learns Of Another Than That Of Draining Money From The Pockets Of The People.

Justice, However, Never Was In Reality Administered Gratis In Any Country. Lawyers And Attornies, At Least, Must Always Be Paid By The Parties; And, If They Were Not, They Would Perform Their Duty Still Worse Than They Actually Perform It.

People Of The Same Trade Seldom Meet Together, Even For Merriment And Diversion, But The Conversation Ends In A Conspiracy Against The Public, Or In Some Contrivance To Raise Prices. It Is Impossible Indeed To Prevent Such Meetings, By Any Law Which Either Could Be Executed, Or Would Be Consistent With Liberty Or Justice. But Though The Law Cannot Hinder People Of The Same Trade From Sometimes Assembling Together, It Ought To Do Nothing To Facilitate Such Assemblies; Much Less To Render Them Necessary.

It Is The Highest Impertinence And Presumption, Therefore, In Kings And Ministers To Pretend To Watch Over The Economy Of Private People, And To Restrain Their Expense. They Are Themselves, Always, And Without Any Exception, The Greatest Spendthrifts In The Society.

It Is The Interest Of Every Man To Live As Much At His Ease As He Can; And If His Emoluments Are To Be Precisely The Same, Whether He Does Or Does Not Perform Some Very Laborious Duty, It Is Certainly His Interest, At Least As Interest Is Vulgarly Understood, Either To Neglect It Altogether, Or, If He Is Subject To Some Authority Which Will Not Suffer Him To Do This, To Perform It In As Careless And Slovenly A Manner As That Authority Will Permit.

With The Greater Part Of Rich People, The Chief Enjoyment Of Riches Consists In The Parade Of Riches, Which In Their Eye Is Never So Complete As When They Appear To Possess Those Decisive Marks Of Opulence Which Nobody Can Possess But Themselves.

With The Greater Part Of Rich People, The Chief Enjoyment Of Riches Consists In The Parade Of Riches.

Though The Profusion Of Government Must Undoubtedly Have Retarded The Natural Progress Of England To Wealth And Improvement, It Has Not Been Able To Stop It.

The Uniform, Constant, And Uninterrupted Effort Of Every Man To Better His Condition . . . Is Frequently Powerful Enough To Maintain The Natural Progress Of Things Toward Improvement, In Spite Of The Extravagance Of Government, And Of The Greatest Errors Of Administration.

The Man Who Barely Abstains From Violating Either The Person, Or The Estate, Or The Reputation Of His Neighbours, Has Surely Very Little Positive Merit. He Fulfils, However, All The Rules Of What Is Peculiarly Called Justice, And Does Every Thing Which His Equals Can With Propriety Force Him To Do, Or Which They Can Punish Him For Not Doing. We May Often Fulfil All The Rules Of Justice By Sitting Still And Doing Nothing.

The Man Whose Whole Life Is Spent In Performing A Few Simple Operations, Of Which The Effects Are Perhaps Always The Same, Or Very Nearly The Same, Has No Occasion To Exert His Understanding Or To Exercise His Invention In Finding Out Expedients For Removing Difficulties Which Never Occur. He Naturally Loses, Therefore, The Habit Of Such Exertion, And Generally Becomes As Stupid And Ignorant As It Is Possible For A Human Creature To Become.

The Great Affair, We Always Find, Is To Get Money.

Avarice And Injustice Are Always Shortsighted, And They Did Not Foresee How Much This Regulation Must Obstruct Improvement, And Thereby Hurt In The Long-run The Real Interest Of The Landlord.

Consumption Is The Sole End And Purpose Of All Production; And The Interest Of The Producer Ought To Be Attended To, Only So Far As It May Be Necessary For Promoting That Of The Consumer.

Never Complain Of That Of Which It Is At All Times In Your Power To Rid Yourself.

Every Individual Necessarily Labors To Render The Annual Revenue Of Society As Great As He Can. He Generally Neither Intends To Promote The Public Interest, Nor Knows How Much He Is Promoting It. He Intends Only His Own Gain, And He Is, In This, As In Many Other Cases, Led By An Invisible Hand To Promote An End Which Was Not Part Of His Intention.
